What are the reasons for the changes in the rules of registration
-
International travel
The first rule of the updated legislation was the procedure for crossing the border. The absence of a cherished mark will prevent you from traveling freely outside the territory of Russia. Now you will not be able to relax with minor children abroad if the child’s document does not have the appropriate seal.
It is important to note that a children’s passport solves this problem. In the presence of a document, there is no need to present a birth certificate (hereinafter abbreviated as CoR). In this case, the child must be stamped in the foreign or domestic document of the accompanying parent.
We can travel to countries with which our state has concluded a visa-free agreement without a foreign passport. At the same time, the customs officers of the friendly republics will be asked to present a national document.
Children aged 14 and older have already received the main document in which the data is filled in. And the identity of young travelers under the age of 14 is confirmed by a birth certificate. The parents of the latter will have to take care of the stamp.
The republics to which it is not necessary to take a foreign passport with you include:
- South Ossetia
- Abkhazia
- Belarus
- Kyrgyzstan
- Armenia
- Kazakhstan
Border control in friendly states can be carried out using a child’s foreign document. If it is included in the identity card of one of the parents, then the issue of filling out a birth certificate becomes irrelevant.
In cases where the baby does not have a foreign passport, and the information is not provided in the SOR, customs officers will not allow crossing the border.
In order to understand whether you need a stamp of citizenship on your certificate, think about whether you plan to visit neighboring countries in the near future.

Receiving public services
Without a stamp in the certificate of 2024, the owner and his parents will not be able to implement a number of important public services:
- Boys and girls will not receive a first-time registration passport of the Russian Federation.
- It is impossible to register the place of residence of the child.
- The service of obtaining maternity capital will not be available to parents.
- Without specifying citizenship, it is impossible to issue a new foreign passport.
Matkapital is received exclusively by parents of minors who have received Russian citizenship, information about which is included in the children’s certificate.
-
Parents are citizens of another country
Foreigners will also have to put the required stamp.
The mandatory rule applies to families in which:
- Both parents have foreign citizenship.
- One of the representatives is a citizen of our state, and his partner is a foreign national. Such a mark is required if the baby was born abroad.
Rules for the departure of young children
In order to temporarily leave the country, at border control, everyone leaving confirms Russian citizenship. The changes of 2024 did not affect adults and children over the age of 14 — data about him is always present in the national passport. The law touched upon filling out the SoR, where previously this information was not required.
You can officially go abroad by presenting:
- Russian foreign passport of a minor
- Certificate of acquisition of citizenship by birth
- A foreign state’s rubbish with a stamp and a notarized translation into Russian. It is necessary for a child born abroad from a Russian family.

Why specify the citizenship of children born in the Russian Federation?
Everyone who was born in the Russian Federation receives a birth certificate. This does not mean that the child automatically became a Russian. There are foreign families living in Russia who receive litter for babies born in our state. By analogy, other countries issue certificates to Russian babies born on their territory.
A document in a foreign language will not need to be changed to a domestic one. It begins to officially operate when it is translated into Russian and certified by the consulate of the Russian Federation or by a notary. The legalization of the document allows you to use it as issued in Russia.
-
How is citizenship determined
According to the norms of our legislation, citizenship is transmitted by blood. If one of the parents is a Russian citizen, then this status is transferred to the infant. The passport of the representatives is sufficient for confirmation.
The conditions for obtaining the status apply to parents who have recently become citizens of the country.
-
Old stamps in the litter
Previously, marks were also placed, they included several fields:
- Acquired citizenship ….
- The serial number of the Act that served as the basis for obtaining the status. They had different numbers, which varied depending on the affiliation of both parents.
- The body authorized to record the data.
- Date and signature.
In conclusion, as a rule, the information was certified by an employee of the department of the Federal Migration Service.
-
Modern confirmation seal
The mark of citizenship in the birth certificate is fixed on the back of the sheet. It looks like a rectangle of black or blue color with a fixed size of six by four centimeters, along with the margins. On top of the data there is an impression of a red stamp with a coat of arms, referring to the division where it was placed.
The person filling out the following information by hand within the boundaries of the rectangle:
- Information about the law that served as the basis for citizenship.
- Document number and date of decision.
- The name of the agency responsible for the statement. In the Russian Federation, as a rule, this is one of the divisions of the migration service.
- Employee’s signature.
- Stamp with coat of arms.

-
Who decides on the granting of citizenship
The name of the authorized agency that makes the decision depends on the location of the mother during childbirth:
- The representative offices and consulates of our state are dealing with the issue outside the borders of the Russian Federation.
- In other cases, the right passes to the domestic migration units at the federal and local levels. The institutions belong to the Ministry of Internal Affairs.
-
Citizenship stamp in the certificate: where to put
If you decide that you need a seal in the SoR or on the translation of a foreign copy (after notarizing it), then contact one of the services:
- To any department of the MFC in which representatives of the Ministry of Internal Affairs work
- At the nearest branch of the migration service. Some of them work only by appointment, so call in advance or visit a personally selected department. This option is provided for public services.
- Upon receipt at your MFC, immediately ask the employee where to put the necessary stamp.
-
What documents to collect and how much it costs
There is no payment of state duty for the service, the state provides it for free.
To obtain the status in the territorial Ministry of Internal Affairs, the following package is sufficient:
- Parental passports;
- Certificate;
- The foreign original of the passport, together with a translation into Russian and notarization by a notary or a consular officer;
- If the child’s guardian, trustee or adoptive parent is engaged in registration, representatives must confirm the status in relation to the minor.
How else to confirm the child’s citizenship
Children are automatically considered Russians, regardless of the country of birth, if one of the conditions is met:
- Both representatives are citizens of our country.
- Only one parent is registered in the certificate, and he has the status of a Russian.
- A condition that applies only in the case of the birth of a baby in the Russian Federation: if one of the representatives is a Russian citizen, and the second has a foreign nationality.
- When one parent is a citizen of Russia, and the other does not have citizenship or is listed as missing.
- In cases where both parents are foreigners, the child was born in our country, and the country of which they are citizens does not grant the child citizenship.
How urgent is the implementation of the new law
There are no fines for Russians who have not passed the procedure. According to the law, it is not necessary to confirm citizenship before the age of majority. But, following the rules, if you have planned a trip, or the boy/girl will soon reach the age of 14, be sure to get the desired mark.
What is prohibited for children without Russian citizenship:
- To leave the country without a foreign identity card;
- Make a note about the child in the representative’s document;
- Get a national and foreign passport;
- To register the place of residence;
- To receive maternity capital;
- Get in line for school or kindergarten.
How to make a children’s passport in the new conditions
In any case, to get a Russian foreign document for a child, you will have to put a mandatory stamp on the back of the certificate.
For registration of a new sample of a foreign passport, the state authorities request:
- Application form;
- Birth certificate together with a document confirming citizenship, if not specified;
- The identity card of the representative;
- Confirmation of the representative’s rights;
- Proof of citizenship;
- You will need to pay a state fee, but the receiving employee does not have the right to request an extract or receipt;
- The previous passport, subject to its availability (this is necessary only in cases where its validity has not expired);
- A digital photo is attached to the application on the website gosuslugi.ru .
When submitting a package of documentation to the My Documents department, the applicant brings a photo, in accordance with the official parameters. It can be a color or black-and-white image with sides of 35 by 45 millimeters, printed on matte photo paper. It is attached to the application form.
The citizenship of the child can be indicated in the insert with a note about its presence in the SOR, in the form of a stamp on the back or in the previous foreign certificate.
Highlights
We explain in an accessible way what the mark on the children’s document is:
- She explains on what basis a person under the age of 14 has Russian citizenship.
- Is located on the reverse side of the form: domestic or its foreign equivalent, if the birth is registered in another country
- For registration, contact the FMS or the MFC. If you choose the second option, call the center in advance to find out if representatives of the Ministry of Internal Affairs work there: they are not present in all departments.
- When applying, you write a standard application form from a representative and attach a document on citizenship under the age of 14. Russian passports of parents are enough for this.
- You will not have to pay for the service. It is free of charge for all categories of citizens, and is not subject to commissions and duties.
According to employees of the Ministry of Internal Affairs, there are currently no queues in the departments for the procedure of making an impression on a child’s document. Judging by the reviews of those who have already applied to the services of making a foreign passport or registering the place of residence of the baby, government agencies are indeed requesting data on citizenship.
The Border Control Service also warns that in the absence of a foreign passport when traveling abroad according to the certificate, customs officers will definitely check the stamp on the back of the sheet. Without it, the workers will not allow you to cross the border. Except in cases when your child is entered in any of the parent’s passports – domestic or foreign – with a seal.
It is always easier to protect yourself from unnecessary difficulties in the future and go through the procedure in advance. Then your mood before traveling to the sea will not be overshadowed by an unsuccessful attempt to leave.
