The Government of the Russian Federation has approved a plan for the implementation of the Concept of the State Migration Policy of the Russian Federation in 2024-2025.

By December 10, 2024, proposals should be prepared in the Russian Federation to expand the list of states whose citizens can obtain a single electronic visa, proposals to liberalize the visa regime for tourist trips with key partners of the Russian Federation, as well as to expand the list of visas issued in electronic form. The Ministry of Foreign Affairs, the Ministry of Internal Affairs, the Ministry of Economic Development and the FSB are ordered to expand their list by December 2024.

The list of countries whose citizens have the right to visa-free entry to the Russian Federation is also planned to increase.

In addition, draft regulations should be prepared by September 10 of this year to provide all categories of foreign citizens with the opportunity to change the purpose of their stay in Russia without leaving its territory.

Also, by December 10, it is planned to create an electronic notification mechanism for entry into the Russian Federation in a manner that does not require a visa, through the use of a digital profile of a foreign citizen.

Information about this is contained in the order approving the action plan for the Concept of the state migration Policy of the Russian Federation for 2019-2025, which will take place in the next two years. The document clarifies that the result of the measures will be an expansion of the list of countries whose citizens can apply for an electronic visa to Russia.

Recall that tourists from 55 countries can enter Russia on an electronic visa: from August 1, 2023, three new countries have entered the list — Vietnam, Cambodia and Myanmar.

Deputy Minister of Foreign Affairs of the Russian Federation Yevgeny Ivanov previously clarified that the number of foreigners who have issued such a document has already exceeded 150 thousand people. There are also citizens of EU countries among the recipients.

We add that the same document contains information about increasing the list of countries whose citizens have the right to visa-free entry to the Russian Federation. The resolution of this issue is scheduled for December 10, 2025.
